With reference to your letter dated 19th May 1886 transmitting despatch from the Officer Administering the Government of Hong Kong reporting "that the Legislative Council had assented further towards the completion of the defence works now constructed in that Colony;" directed to acquaint you that the Secretary of State for War fully agrees in the terms expressed by Earl Granville in the letter under reply, which will be communicated to the Colony.
