any departure from the obligations of the Treaty or from the observance

of the law of Hongkong

of Extradition under the Treaty of Tientsin such as is satisfactory to the Hongkong Authorities who must be guided by the

principles

& rules which

govern judicial enquiries in British Courts of Justice;

but H. M. G are most desirous

that there should be no

legitimate

cause

of

complaint on the part

of your Government in relation to the conduct of those proceedings, and Instructions have recently been sent to the Governor of Hongkong which it is hoped

may facilitate the action of the local authorities

in this matter
