You complain that the proof of Guilt required by the Hongkong Auths is more strict than in the case of Extradition Proceeding in Europe, & you add that the Yamen is convinced that it cannot be the intention of H.M.G to apply one rule to the extradition of Chinese Fugitives, & then to that of Fugitives of other nationalities.

In reply, I beg leave to point out to you that extradition of Fugitives from British Possessions is regulated in the case of each foreign Power by special Treaties, & by the legislative enactments under which such treaties are carried into effect. The Extradition of Chinese Fugitives is regulated in Hongkong by Art X1 of the Treaty of Tientsin of 26 June 1858, and by a Colonial Ordinance.
