upon a suggestion of the Bishop of London, & with the concurrence of H. M. Secretary of State for the Colonies, a circular Despatch was on 1st March 1875, addressed by this Dept to H. M. Minister & Consular Officers in Japan, notifying the fact that, for the future, British Chaplains in Japan would be placed under the superintendence of the Bp of Victoria, Hongkong. It does not, however, appear that any territorial jurisdiction whatever was given to the Bishop by the terms of his licence; & it is therefore concluded that the Bishop's jurisdiction is defined solely by Your Grace's authority. In consequence of the appointment last year of the Revd William Poole as Bp of the Church of England in Japan, it seems advisable that the abovementioned Circular of March 1, 1875, of which a copy is inclosed for your information, should now be superseded & a fresh circular issued to H.M. Minister & Consuls in Japan, notifying
