concurs with this department in thinking it advisable to withdraw the Circular addressed to Her Majesty's Minister and Consuls in Japan March 1, 1875, which notified that chaplaincies in Japan would be under the superintendence of the Bishop of Victoria, Hongkong, and to substitute a new Circular notifying that the superintendence of the clergy and laity of the Church of England in Japan will henceforward devolve upon the Bishop of Japan and his successors.
Am to request that in laying this letter before Mr Secretary Stanhope, you will move him to inform Lord Iddesleigh whether he concurs in this proposal.
I am to add that this matter has been delayed through inadvertence and that, as a question has now arisen in Japan in connexion with it, Lord Iddesleigh would be glad to receive a reply at your earliest convenience.
