The Imperial Consulate has therefore been instructed to

take immediately the proper steps so that the matter

may be conducted these lines.

The Imperial hopes that

the Authorities in Hongkong will do their best to help

the Consulate in this matter,

especially

as

the cases of the

British steamer "Lennox" and

of the German steamer "Decima" at Laigon, show to what an extent the interests of navigation

are endangered by the tendency of Chinese sailors to smuggle

opium.
