In reply to Y.L.'s despatch No 45 of this series regarding the flat, ulto1, I have the honour to state that Count Berchen informed the undersigned this day with regard to the action taken by the High Court at Hongkong in regard to the German Consul there, that Count Staatsfeldt had already been instructed to inform Y.L. that instructions had been duly sent to Herr von Rollendorf that he had no ground for questioning The Earl of Rosebery.
