There is therefore, every prospect of proper procedure.
An official has now been deputed to take the prosecutors & the witnesses in the various cases against Chang-ah Chih and his accomplices from Amoy to Hongkong.
The evidence is now clear and precise that, as soon as the parties are confronted with each other, I expect that the Acting Governor of Hongkong and the Hongkong magistrate will perceive that these men are really criminals. I trust that they will be promptly handed over in order that the prosecutors & the witnesses may not be long kept waiting - a most important matter.
I hope you communicate to H.E. the Acting Governor of Hongkong the contents of this despatch.
