There was no informality in the presentation of demand for extradition of this man.
The examination before the Police magistrate having been closed, the case was considered in Executive Council on the 13th inst., and on the unanimous recommendation of the council I decided not to surrender the prisoner, but I have directed that he should be detained, as there are 16 other charges preferred against him by the Viceroy of the two Kwang Provinces.
I forward for your information copy of a letter which I addressed to the Consul at Canton yesterday, which will explain the reasons why I have been unable to comply with the demand of the Chinese Govt. for rendition of this man.
