The Prince & Minister
are no doubt aware
that in
presenting
a
demand
for the
surrender of fugitive Criminals
the names
of
the
accused should
be fully stated & with proofs of their Chinese Nationality, also the nature of
the
Crime
of
which they
are
charged,
and that when proof has been given of their guilt, they
should be handed
over
to the Chinese
Authorities, who will undertake
that they shall not be subjected
to torture in
view
of
the fact that
some
informality-
