As it has been proved that Chang A-Chi is really a pirate, the writers think it impossible that the Governor of Hongkong can intend to protect a criminal of this kind, in opposition to the treaty. They beg that a telegram may be sent to him to surrender the man at once.

Mr. O'Conor presents his Compliments to the Prince & Ministers of the Tsungli Yamen to their letter of the 25th Instant and begs to say that he learns by telegraph from the Acting Governor of Hongkong that the proofs of the Chinese Subject Chang-A-Chik accused of piracy appear to be insufficient at present to enable the Hongkong Govt. to comply with the request of the Local Authorities for his surrender.
