The Prince and Ministers have also received a telegram from the Viceroy at Canton, which says that the Governor of Hongkong finds himself unable to surrender the prisoner on account of discrepancies in the evidence, but consents to keep him in custody. The Viceroy adds that as all the parties to the case are Chinese, according to treaty the man should be handed to the Chinese authorities for trial. He begs that the British Minister may be requested to telegraph to the Governor of Hongkong to surrender the man immediately.
