Some plan (which the smuggling of opium from the Colony caused) was presented; indeed the instructions from the Tsungli Yamen to his R. Highness speak of his joy at being able to "arouse the new opium rules"

There is a disposition on the part of the Throne for a compromise that time has to some extent pleased itself to place the opium Trade of Any Rony under restriction, and to look upon the additional article signed in London on July 10, 1885 as conveying H.M.'s application.

Undeniable that the present obligations of H.M. in regard to opium should be clear and defined in order that the Commission may not proceed on false premises.

In the Treaty for Convention of 1876, nor the additional article of the 18th July 1885 commit H.M.'s Govt. to assist China in collecting her opium revenue in Any Rony. Both instruments make mention only of opium imported with China. What therefore H.M. has so far agreed to is that opium being imported with China, subjects shall pay 30 as duty & Tls 80 as Likin before it is released from Customs Control.
