As I was expressly requested to telegraph this proposal to 4.2, I felt that I had no resource but to do so, but in reply to the Yamên, copy of which is appended, I thought it well to intimate that H.M.G might possibly not be prepared to respond to the Yamen's request for the necessary permission until they were in possession of more details than were within the compass of a telegraphic message.
