When visiting the Prince and ministers of the Tsungli Yamen on the 1st inst. they alluded with some show of resentment to the difficulty experienced in securing the rendition of criminals from Hong Kong, a fresh instance of which was afforded by the recent application for
the surrender of Chang A Chih, a Chinese accused
the Earl of Rosebery.
