As regards the general question of Chinese Consuls, I am to observe that the relations between this country and China are governed by Treaty Stipulations, and that Her Majesty's Government have never recognized the right of China to appoint consuls to reside in any part of the British Dominions.
No such right is accorded to China under existing Treaties.

Her Majesty's Government have assented to the appointment of a Chinese Consul at Singapore and Lord Rosebery considers that the present request of the Chinese Government as regards Hongkong might be acceded to, provided satisfactory arrangement can be arrived at with regard to Extradition which has recently been the subject of informal negotiation between the two Governments.
