By Art. II The reduced overland duties are to be 20 percent less than the rates at the Treaty Ports. I do not understand whether the 7.0. remains of opinion that we are entitled under most favoured nation treatment to have the rates at the Ports Equally reduced (see desp. 116 of 23 May 1885 suc?. in 1843/85) in opposition to the French view on the "most favoured nation" clause as affecting this question (see desp. to M.O. in 13437/85) of 10 July 1885 also one whether In 7.0. look for compensation in some other quarter (see last par. 17.0. desp of W.M.O' (moridesp 13955/45)
