Nor is the Committee of the Tung Wah hospital a Corporate Body within the Colony of Hong Kong. They are not responsible to the Hong Kong Government, much less to any other Government, for the manner in which they may expend money raised by charitable subscription. They are responsible only to the contributors, any one of whom might bring an action in the Supreme Court to restrain them in case of the improper application of the Funds collected.

Moreover, living within the Colony they are entitled to British protection, and under no circumstances would they have been justified in submitting to threatening intimidation, much less so with the object of diverting charitable funds from the direct purpose for which they were raised, in order that he might himself expend them on public works which, however beneficial, cannot be said to have been contemplated by the subscribers.
