The matter is drawing a good deal of public attention at the present moment at Hong Kong and elsewhere.
I concurred with Mr Marsh that the action of the Chinese Provincial Treasurers is under the circumstances improper, and that, moreover, it is well to check from the beginning this tendency of the Canton Authorities to interfere with matters exclusively regarding the Colony. I have sent the accompanying note to the Tsungli Yamen to put a stop to the conduct complained of by the Colonial Government.
