I am directed by The Earl of Rosebery to transmit to you, to be laid before Earl Granville for any observations he may have to offer thereupon, the accompanying decypher of a telegram from Mr. O'Conor, No 23, May 13.1886, from Mr. Hill, Chargé d'Affaires at Peking, reporting that the Chinese Government have applied for permission to appoint a Consul at Hong Kong.
