Petty Officers & seamen, seven men belonging to a small Chinese junk, landed in this harbour, went to the shop of a Chinese trader situated in the city, where they attacked, handcuffed and chained the proprietor, and would have taken him away had not the police interfered. The seven petty Officers got away.
The sailors were then arrested and brought before the Police Magistrate. The Petty Officer went to the Police Court to see that no one else was being arrested, and when he was also arrested under warrant & will be prosecuted by the Police.
The name of the Cruiser from which these men were landed, is reported to be "In Constantine I" or the "Got Snipe M. 17." The vessel on which they arrived is known as "Egai Jun." It is stated that the reason for arresting the Chinese trader is that he had been guilty of piracy & fraud.
I sent on the 24th instant the following telegram to inform you of what had taken place. I also sent the same telegram to the Secretary of State for the Colonies, informing him at the same time that I had telegraphed to you.
