As I now am informed that the said prisoner, together with some other sailors, are still confined as before, it may be caused by fault or delay in delivery of previous correspondence. I request you will now, for the sake of friendly relations between our courts, give orders for delivery of our deputy of the said prisoner to be transmitted here & the sailors still confined to be discharged. Meanwhile, I have sent telegram to Viceroy at Canton (to the same effect) to await your instructions on the subject, & we official communications will be forwarded.

My Lord,
With reference to your despatch No. 30, I have the honour to enclose copies of two telegrams which I addressed to the Taotai in respect to the men landed there from the Chinese junks, and their subsequent arrest by the local authorities. I also enclose a copy of the despatch which I received from the Administrator at Weihaiwei.
Mr. Walsh informs me that the men arrested are to be discharged, as per telegram from Consul at Canton dated 1.9.
