the Min. Leg said that an answer to their complaints had been received from which it appeared that the Captains of cruiser had been animated by excess of zeal, that his conduct had been strongly disapproved, that he would be severely punished. Viceroy of Canton had already, I believe, given satisfactory explanations to H. M. Consul, and the Govt sent of Frochow would be requested to express in suitable terms his regret for what had taken place.
&. E. trusted that now the crews who had been arrested would be released, and that the pirate would be given up rendition was applied for in the usual way, but that in my case care must be taken not to allow him to escape.
I had the honour to telegraph to G. L., as also the Hongkong Govt, the substance of this.
