In answer to yr. Le Cely No. 4 of the 26th inst. Implied by Eely on the 28th inst. that the Chinese foot were making inquiries into the alleged facts connected with the incorrect handling of a Chinaman charged with piracy by men landed from a Chinese cruiser, and that they shortly reported on the subject.
