Article & this bring Agreement into actual

operation.

3. But I am to suggest for Lord Rosebery's consideration

whether, in view of

the Corresp... which with the copies of the Chinese Minister's

despatch which

accompanied zum Cetten

of the 2nd inst, it would not

be possible for the Chinese Govt to Exchange the ratifications, and bring the Agreement into operation without waiting for

the

Report of the Hung Commission which may possibly lead to

lengthy discussion.
