I thought the corresp. in 3673

amounted to an understanding with the

Chinese that the Additional

Article should be put into force at once,

but apparently the Chinese only intended

that clause 9

should take effect at once -

and the wily oriental means

to cling to the letter

of clause 6 of

The Article

(see text thereof in pp. 14-16 of China

5 (1885) [C-4448-1885]) which provides that it shall only

"come into operation,

"when the ratifications have been exchanged.
