Sir,
I am directed by the Earl Rosebery to acknowledge receipt of your letter of the 4th instant transmitting copy of a Telegram from the Government of Hongkong suggesting that the Burmese negotiations present a favourable opportunity for asking the Chinese Government to cede a portion of the mainland, namely the territory opposite the Island of Hong Kong.
