duly authorized to receive him in order that he may be
brought back to the United States of America for
trial.
In view of the length of time which must elapse before the
extradition papers can reach Hongkong,
I beg to request that the authorities at that
place to cause the above named fugitive be arrested and detained until the American officers can reach Hongkong
with the papers in the case.
