This application is not made in the manner prescribed by section 7 or section 17 of the Extradition Act, 1870, and as no detailed particulars have been furnished, Lord Rosebery is inclined to think it would be found very difficult to obtain the prisoner in Hongkong, and that it would be safer to have the man watched pending the arrival of further evidence.

I am to request that you will move Earl Granville to give such directions in the matter as he may think proper, and to inform Lord Rosebery what answer should be returned to H. L. West's telegram.
