With reference to my previous letter of this day's date with regard to the arrest at Hongkong of a Chinaman by armed men landed from a Chinese Cruiser, I am directed by the Marquis of Salisbury to transmit to you herewith a decypher of a Telegram which has been received this evening from Her Majesty's Chargé d'Affaires.
