Arrest of Chinaman by armed men on Chinese Cruiser
Transmits decypher of tel from Chd'aff at Peking stating that the Chinese Govt will punish the Captain of the vessel and will instruct Gov. Gent of Foochow to apologise. Suggests that Govt should be asked to liberate the men on receiving a suitable apology from Gov. Gent.

I submit a draft telegram to the C. in C. and ask whether anything should be added as to the extradition of the Pirate. Shall that be left to run the ordinary course, viz. that he should be given up on the usual conditions, when the Chinese Govt demand him - in which case we need perhaps say nothing at present or might send in telegram without waiting for C. in C.
