C. _ The Indian Government to undertake to levy the maximum possible revenue on all Exports from India.
D. _ On the revenue so collected, the Indian Government to have the first claim up to the amount of the average net Indian revenue in past years. The balance to be divided equitably between China, Hong-Kong, and the Straits.
F. _ If the share divisible between China, Hong Kong, and the Straits should exceed a certain amount, half the excess to be given to those countries, and half to India.
We have been induced to mention these conditions by the fact that Your Lordship's proposal provides for the taxation scheme in India only. We entertain grave doubts whether the kind preferred by M. Lister would be found practicable, and our conditions are put forward tentatively as a basis for discussion: our final opinion regarding their expediency must be held to be reserved.
