reason to suppose Chinese Government that the views of the Chinese on this arrangement have changed since 1879, especially as the agreement recently concluded at the desire of that government for giving effect to the opium clause of the Chefoo convention is based upon a principle at variance with that suggested by the Colonial Treasurer.
