I am directed by the Secretary of State for India in Council to acknowledge receipt of your letter dated 12th ultimo, enclosing Despatch from the Governor of Hong Kong and accompanying memorandum on the subject of the Opium Trade. I am directed to remind you that the proposal now made by the Colonial Treasurer of Hong Kong that the government of India should levy, in the shape of an export duty upon Indian opium, and should pay to the Chinese Government, the amount of the Chinese Revenue derived from Indian opium imported into China was suggested by Sir T. Wade to the Chinese government in 1879 and was rejected by them. Lord Randolph Churchill was Under Secretary of State - Colonial Office.
