Enclosed you will find a copy of three resolutions unanimously carried at a representative meeting of Masters, Mates and Engineers held here tonight. What is asked is very little.

It is simply that the Board of Trade or Governor of any Crown Colony be instructed not to issue Certificates of Competency as masters, mates or engineers to other than British Subjects.

At present several of our seamen are commanded, officered and engineered by Germans to the exclusion of the Britisher, who has perhaps a wife and family depending on him at home.

These Germans have to fill up a form every six months, and return same to their Consul, detailing...
