Referring to your letter of the 14th instant covering Reports from Hong Kong respecting the quality of Portland cement supplied by Messrs. Robins & Co. and your Inspecting Engineer's reply thereto, I have come to the conclusion that Mr. Stanger's explanations are satisfactory and reliable; and as he intimates, the tests of the Resident Engineer are not equally reliable.
I have every confidence in the system
