The Statements made by the Resident Engineer appear on the face to be serious, but there is sufficient internal evidence in his Report to show that as his data has been improperly arrived at, his conclusions are of no value.
The Resident Engineer has made and tested a number of briquettes with the following average results-

Burnham Cos average, 4730 lbs; highest 533 lbs at 7 days (?)
