With reference to your letter of the 19th ult: I have the honour to offer, for Mr. Secretary Stanhope's consideration, the following observations on despatch No. 222 of the 26th June last from the Officer Administering the Government of Hong Kong, which is herewith returned.
When the Secretary of State's despatch of the ? February last on all loans was written, the commission charged at this Office on loans issued for Colonial Governments was, and still is, ¾ per cent.
