With reference to your letter of the 7th June and 22nd July,
I have the honour to enclose a Copy of the Agreement in use for the engagement of Hongkong Policemen, together with a Memorandum or note which we propose to add thereto, with the view of carrying out the wishes of The Colonial Government as to the fluctuation in the value of the Dollar.
I have to request that you may be informed whether this meets with the approval of The State.
