I have laid before my Lords Commissioners of the Admiralty your letter of the 12th inst. forwarding a copy of a Despatch from the Officers Administering the Government of Hongkong regarding the proposed blocking of a portion of Kellet's Bank by piles, together with a copy of the Colonial Office reply of the 11th inst. respecting the alternative proposal of the Colonial Defence Committee to block this Bank by sinking Junks loaded with Stones.
