Forwarding correspondence respecting non-conviction of Civilians for bringing spirituous liquors alongside the Ship!

Sir,

Flying Fish

at Hong Kong.

19 February 1886.

I have the honour to represent to you that on Sunday last the 14th inst., four Merchant seamen, having been hovering about this Ship and one of them successful in conveying spirits to one of the Crew, were chased by the Ship's Corporal, but made their escape.

I sent the Corporal ashore to obtain the assistance of the Police, and by their help two men were arrested, and on Tuesday were prosecuted off this ship under Section 16 + 17, Vict, Chap 69, by the Senior Lieutenant as directed by Commodore Disty Morant in Queen's Regulations.
