Submitted, serving that I am of opinion that the Act 16 & 17 Vic Cap 69, should be made of force in this and other Colonies as well as in the United Kingdom, otherwise it would be impossible to stop liquor being passed into our Ships, when it became known that the persons passing the liquor could not be convicted.

2. It could be very well that the hours need not be part of consideration.

I have requested the Administrator of this Colony to take such steps, if possible, to place the above Act in force at Hong Kong, the same as in the United Kingdom.
