proceedings against a public office, without giving him fair warning beforehand, and I received no intimation whatever of the intention of the Government.

It is usually looked upon as meritorious for a Government Officer to remain at his post in ill health when withdrawal on an application for leave might seriously hamper the Government and be detrimental to the service.

In the present instance, regard for the public convenience at the cost of personal comfort and well-being has not met with much encouragement.
