It has been difficult for me to concentrate my thoughts upon this subject and Sir, my having this perhaps is the cause of my explanation not having been found satisfactory in the first instance. In connection with this question I beg to lay before the Council a copy of this statement and copies of the following papers viz:
The Inquisition into the death of Ho Chim who was brought to the Civil Hospital with crushed thigh while the Superintendent was absent inquest, dated November 1877.
2. Report of Deputy Inspector General Breen R.N. and Deputy Surgeon General Thomson Army Medical Department to the effect that the work performed by the Superintendent of the Civil Hospital was excessive dated November 1880.
3. & 4. Two Memorandums of Mr. Brown Apothecary and Analyst refusing to carry out Government Orders, on the plea of overwork dated May 11th 1886 and June 24th 1886.
5. Extract from Secretary of State's despatch suggesting that Dr. Wharry should be relieved from part of his present duties, copy dated 18th November 1888.
6. I Wharry Superintendent 98th November 1886.

In compliance with directions from His Excellency the Officer Administering the Government contained in your letter of the 26th instant, we have this day examined Dr Wharry, the Superintendent of the Civil Hospital, as to his physical fitness to perform medico-legal post mortem examinations in addition to his work in connexion with the Hospital.
We find that Dr. Wharry suffers from latent heart disease and that he is physically unfit for extra duties of more than a very temporary character. Should the extra duty entail a prolonged attendance in Court, or much medico-legal work beyond the performance of post-mortem examination, we do not think Dr Wharry physically fit to do this and properly perform his important duties as Superintendent of Government Civil Hospital.
