My reasons are:

In Dr. Wharry's case, 4 years are added for Professional Qualifications. Under the existing Pension Minute, the officers entitled to this addition for professional qualifications are the Colonial Chaplain, the Surveyor General, and the Assistant Surveyor General - the only justification that I can find for the local authority making this addition recently is that we

371 (see paragraph 10 of our despatch on 13762/07) asked the Governor to report whether Medical Officers might not be added to the list of those to whom an addition for P.Q. might in future be given. Even if the Governor reports in the affirmation, I do not think the privilege should be extended to Dr. Wharry, and he has not been led to expect it, as the suggestion is not one from the Colony but from us.

Omitting the 4 years added, the pension will be £908.33 per annum ($3500 or £1108.33 per annum). Even with the 4 years added, the pension is wrongly computed as it would be £1341.66, not £1381.66.

The auditor makes a cut of £108.33 per annum for reasons.

There are additional reasons for not treating Dr. Wharry exceptionally on the plea of ill health. I understand from Messrs. Johnson that he is remaining in Hong Kong to privately practice.

I don't see any ground for adding the Professional Addition.
