REPORT BY THE ATTORNEY GENERAL ON ORDINANCE No.2 OF 1886.
ATTORNEY GENERAL'S OFFICE,

I have examined the accompanying Ordinance, entitled
"An Ordinance to enable the Governor of Hongkong to appoint Commissions under the seal of the Colony, to confer certain powers on Commissioners appointed thereunder, and for other purposes necessary for conducting Inquiries;"
and I am of opinion that the Ordinance is one which is not contrary to the Governor's Instructions.
This Ordinance empowers the Governor to appoint Commissioners for the purpose of conducting Inquiries when necessary, and confers on the Commissioners appointed all the powers of the Supreme Court for (a) enforcing the attendance of witnesses,
