I have the honour to transmit for Her Majesty's gracious confirmation and allowance the following Ordinance entitled: "Ordinance to enable the Governor of Hongkong to appoint Commissioners under the seal of the Colony and to confer certain powers on Commissioners so appointed necessary for Conducting Inquiries :" (No 2 of 1886).
