In view of all this fencing to prevent my seeing the original document, the suspicion began to force itself on my mind, that there must be some reason why I should not be allowed access to documents which should have been spontaneously placed at my disposal. I felt therefore, more than ever, my duty to investigate the matter; before committing myself in the covering report which I had to address to you copies.
