he should be suspended or otherwise dealt with in accordance with Articles 85 and 89 of the Colonial Regulations (Edition 1887).

That he is required to send in before 4 p.m. of Thursday next, the 25th instant any further defence in writing which he may wish to make,

and is allowed, if he chooses, to appear before the said Council and defend himself orally.

I beg to acknowledge the receipt of Government Order of 20th instant no 2565. I was much astonished at the charges of disobedience brought against me in the first instance, and I do not now understand the decision of the Council.

My sole reason for declining to undertake extra work was ill health.

I have placed 14 years in Hongkong with no limit to exertions on behalf of the Government, but these exertions have left their mark upon me, and I have also suffered severely from climatic disease.
