will be observed that on

the two

first occasions of Dr Wharry's declining to comply with the directions given to him and

again in replying to the Coroner's order, he said nothing whatever about ill health. If that had been the real ground of his refusal he would have plainly asserted it from the first. Dr Wharry only said he was unable

to perform the work, which

meant really

that he was unwilling and did not intend

to do it, and he believed

apparently that, on his refusal assistance would have been obtained from the Military,

and that the matter would have

been thus settled.

I thought it right before

proceeding any further with the charges against Dr Wharry to direct that he should be examined by a Medical Board composed of

Naval and Military

the Chief Naval and

Medical Authorities and of Dr Manson, a private practitioner
